Mostly yeah. Tho it depends on how many candidates they have for the job (narrow it down to few favourites ). In some cases they even do 3rd ones, which seems over kill.
Just started on a new job. Had 4 interviews. First one was with HR. Second one was a service owner (checked whether I would fulfil the role & not use them as a stepping stone). Third one was technical and 4th one was an employee from the group I joined. Actually prior to all these I had an interview with the 2 bosses.

I met with HR, quality director(who'd oversee me) and production director. HR emailed me to come in and said there were some other people she'd like me to meet. I have no idea what they could be.
