I doubt that. Hacking takes a lot more effort and commitment. And if you went through the trouble of hacking into a site, you'd probably do a lot more to f* things up. It seems like the site came up with a perfectly in-tact copy of the database, etc., as when the site went down. Backups on less mission-critical sites aren't usually that accurate.

Perhaps, but I've applied to A LOT of companies in the past 6 years. And none have required or made mention to the preference of a cover letter. But things may be different in Europe in that regard.
It's customary here. My cv is pretty generic so the email itself is a chance to connect myself to the specific job by writing a few paragraphs about why I'm interested or what I've done before that's most relevant.

That's what I am wondering, and of course it is different depending on the industry. Teaching requires a full page to two page covering letter (in England), academic positions require up to 10 pages between covering and resume as you really need to tell everything. I had one boss who didn't care, and another boss who would not read a resume if it didn't come with a covering letter. Personally I think it looks a bit classier and shows you made an effort, but were I applying to Starbucks or OfficeMax then I'm not sure I'd bother.
