just saw this, the BBs are thugs/criminals used as political tools for the system, be the club itself or in politics in general, that is why they are more or less tolerated. Di Zeo used to be the leader of la 12, boca's barra, until he went to jail, hes now out of the picture, the violence you might have seen lately involved martin and debaux who are fighting to be the boss.
