If he did go to Celtic it would be a great learning experience for Petrov. A year or so next to Keane could make him into one of the greats.

That was suggested. He's out of contract though, so I think Kennedy is right - he can join who he likes. That's certainly true of players who were out of contract when the transfer window closed and I'd be surprised if it wasn't true of him.
