Looking at the spending, £12m is about €15m. Now, basically every team in the PL can comfortably spend £12m on one player if they choose to, because of the collective tv agreement (the team in 20th earns over £60m, as the lowest rate). Hell, in the Championship a team spent £12m on one player.
