I don't think anything can be confirmed until we actually create a chance or get a player near him. It feels like there's at least 15 yards between him and his teammate for the majority of the times he gets the ball.
If we stick with Allegri (despite the fact its a very bad idea) - Vlahovic should either change or get benched. Milik in the few games I have seen did more than Vlahovic.
I think his problem can be resolved easily but we need to change our playing style to a way more attacking one.
Also needed is a coach that tells him to shoot when he gets the ball instead of just playing with it too much. He is no Dybala but a prolific striker and that is how he should play.
Fix the two and Vlahovic would rise again. Until then I would let Milik have some starts so Vlahovic have some time to think about his improvement.
