As of late, he definitely has been. However I think New York should've still acted a lot earlier. Our second confirmed case was some Jewish lawyer that no one knows where he contracted it from. To already have community spread that early into it is horrifying and should've raised alarm bells all over the state.

The new covid-19 test, which is expected to give results in hrs, not days, has been approved and is being distributed across the world, according to the CEO of Swiss company Roche, which manufactures the tests. Due to huge demand, however, tests won't be widely available for weeks, possibly months.
