Its not being sloppy, they are a big club in Germany, but they have to be fiscally conservative when it comes to salaries.
They don't pay as much big cash salaries as the top 3 leagues top teams do, can only afford to do it for few select players. They operate under a strict salary budget, and their ambitious players have tested that boundary several times by making high demands and using bosman as leverage etc, if they don't come to a compromise that isnt too high costing, then they let the players go, usually the players aren't worth that salary raise anyway (Pizzaros, Kovacs, salis etc are easy to replace). Except Ballack, and he mainly wanted to win things, even if he wanted huge salary.
In general, people underestimate the big financial burden of salaries. Bayern can afford to pay top money in transfer fees, but you cant be too giving in salary, because its quite financially draining, and a Bundesliga top team doesn't earn the big dineros as th top leagues do simply for being highly marketable and sought after with lucrative TV deals. They function more on basic revenues like merchandise, match tickets etc.
