Actually IMO building up your team before you acquire 25M forwards is a smart move. Fullbacks are not dependent on the team dynamics as much as forwards. If you are a shit team and buy a striker who needs service, that striker will fail. If you buy a fullback, he is less likely to fail because fullbacks deal with 1 on 1 scenarios much more frequently. They don't need service. They need to defend other wingers, run their ass off and put in crosses, all things which are not impacted by the team as much.
There are not many 25M forwards I would rather have than Coentrao or Cissokho. Even Rossi cost 30M. We got Diego for 25M and he "flopped" because he had no support. The 25M range for forwards nowadays does not buy you an Sanchez, Aguero, Tevez, etc. It buys you strikers that are still somewhat dependent on the team.

thats exactly why we are trying to fix the backline with great deals, but provide the minimumquality a serie a top3 team needs

lyon spent 13 million on gomis alone. if you count lisandro lopez it climbs to a total of 34 million.
but you're kinda right on the market inefficiency part. supply/demand doesn't really apply here. few wordclass fullbacks are on average cheaper as more worldclass forwards or midfielders. supports sheiks statement though. the market values attacking players more, and it is like this for as long as there have been transfer fees in football.
