Arsenal needs about 10 new players and a new manager. But they never spent money even when they had CL revenue so I'm not sure how they will revolutionize the club now that they're out of everything.

Sure. And I'd welcome such a discussion. I'm looking forward to see City against a great knockout team, such as Barca, Bayern, Real, Juve, and Atletico (imo best team i world right know. shame they aint in CL anymore).
