I think it's a bit of both, but mostly I believe there is quite a bit of unease when Musk portrays himself to be a force of good in this world. He claimed he wanted Twitter to be some sort of marketplace, where people could freely interact and work on, presumably, the future of mankind and the planet.
One of my biggest gripes with all this was that Musk was simply referring to the ancient concept of "forum" so this was hardly visionary.
But the other thing is that Musk does not care about anyone. He just doesn't. There's no grand idea behind it all. There is no desire to improve the lives of others. The motherfucker just wants to build a company. The sooner we get rid of salespeople like him the better.

The opposite is the case. He wants to be a political figure and he is ready to lose any amount of money and destroy any company he owns to become one.
I would absolutely not be surprised about a presidential campaign at some point
EDIT: I forgot the murica rule that you have to be born in murica to become a president but he will certainly get involved in a way that goes beyond endorsing a candidate

When MAGA patriots doxx election workers it isn’t actually doxxing, it is patriotism and stopping elections being stolen.
When Trump asked his base to boycott the NFL, and for owners to fire and ban any player who kneeled for the anthem, it wasn’t cancelling, it was a truly great patriotic act.
Alex Jones right wing followers harassing parents whose children had just been killed? Patriotism.
Trump followers attacking police and invading the Capitol in attempt to keep the orange man in power? Patriotism.

I don’t think anyone is arguing that the elon plane (or whatever it’s called) account was attempting to blackmail via doxx.
I think the question is whether the journalists covering the story were doxxing. If they had posted links
and kept the coverage of the story on the web pages of their respective newspapers, no one would care.

I actually see that kid as a white hat. He's making a point that none of us have privacy with the systems we have in place.
So it's kind of ironic that a lot of people are piling on to defend Musk saying he's being doxxed when they would be the first to call out hypocrisy in others for not living with the same standards we all have to otherwise live with.

Also ironically, it's within Musk's right as a private owner to block the kid's account. I mean, that's not a free speech issue, as the government isn't involved. It's his toy, and he gets to set the rules. Whatever those rules are, free speech never had anything to do with it. Wrong question.
He also says a diver critical of his Thai submarine rescue solution is a pedophile. So that's par for the course.
We're shaving hairs here on what doxxing actually means. But many of Musk's cohorts have made billions off of taking publicly available information and matching it up to identify a person. That's Facebook's entire business model, for crying out loud.
