I know absolutely nothing about Illinois, but I do know that I cannot recall a single time I heard anyone complain about, for example, Texas or Oklahoma receiving federal aid for hurricane damage.

I think there are two distinctions to be made here, one is state fiscal relationship vis a vis federal govt in the form of federal income tax. And the other is how fiscally responsible is the state(state tax, real estate tax...)and i think that's what Trump is referring to here, some states that are on the brink of insolvency, just check illinois bond rating, will seize this opportunity to address some of that deficit at the expense of states that have been fiscally responsible.
