Ok, I wasn't sure of your first language or figures so presumed you meant the mean ranking, which is 35 (based on those numbers). Using a median is a bit strange - what if they played nations ranked 15, 24, 25, 150 and 180 in the world, does 25 seem a fair reflection of difficulty? Also, FIFA rankings are pretty garbage at the best of times. On what planet was Austria from 2016 the 10th best team in the world lol?
There are more stronger teams in Europe than there are in South America, but that's obvious with more countries. I'm not sure of the general point you are making but it seems clear that Portugal didn't meet a lot of the stronger nations, other than Croatia and France, which can happen in a tournament (see England in this Euros).
The way I look at it it's a surprise that Argentina and Brazil don't win the Copa America every tournament, or at least most of them, given their size and player pool in comparison to challenging countries like Uruguay, Colombia or Chile. So for Messi to have won one Copa America is not a huge achievement at his age. Yes it's a team sport, but let's not pretend that he hasn't had his fair share of international flops.
But we won. Just in the last 24 years Argentina forgot to play football and this make that when Brazil was bad Chile/Colombia won a little. I just feel that you understimate Uruguay.
Using 1991~2021 timeline
Chile won two with the same team in this crazy thing of a lot Copa Americas (2015 and 2016). It had the best generation of its story. Just not did better in World Cup because IT IS ALMOST IMPOSSIBLE CHILE DEFEAT BRAZIL. It is really strange, but don't matter how good is their team, they almost always are defeat by us. I think two or three of last world cups this happens. There is a joke in Brazil that says "if we are in a crisis, it just play against Chile"
Colombia won one, and had three good generations in the period. No live to the expectations.
Uruguay is a little understimate by europeans. Besides do bad in world cups in last times except 2010, they always have competitive times and are seeing as the third force here. We have more respect to them then times as Spain for instance. They won 2 in this time gap.
Brazil won 5, besides we don't care a lot for this competion. It is not that no one wants win this, but no one will be remember for won. World Cup is all that matter.
Argentina won 3. The thing is they pass a huge long time without win anything.
Usually Copa America is: Brazil and Argentina the always favorites. Uruguay as next force. And probably one other South American in a good moment. Sometimes Colombia, more recently Chile. Peru had a good moment too, besides didn't won anything and Paraguay is always a bad team organized.
Ecuator miss the altitute in general and don't anything and Bolivia/Venezuela the eternal bad teams that if you don't won it is a shame.
Oh, sometimes invited selections are good, as Mexico and USA, but I think never one won.
Argentina and Uruguay have 15 titles, Brazil 9...and after this it is just a lot of countries with 2 or 1. Brazil have less because we didn't played in a good amount of editions (36 against 41/43 of Argentina and Uruguay) and in old times we send team B in some too. But since become a seriously competion, we are the best with 6 against 4 Uruguay and 3 Argentina.
