Depends on what you mean by livecd. If by livecd you mean it boots the operating system, then that's what makes it a bootable cd. Gentoo's installcd has always been that way. The livecd version also has xorg and gnome on it. I don't see what's so odd about that. You still install the system the same way, using the terminal. There was a gui installer project that I think has been retired.
