Why don't they carry rubber bullets? It's a simple brawl ffs, what's the point of holding a real gun.
When this becomes the weapons police carry the rate of people wanting to become cops will drop by 200%.

To continue on today's events, Channel4.com wrote:

Groups of Ultras all over Italy are uniting for protest marches this evening and Roma-Cagliari may be called off.

The supporters are furious after the Lega Calcio decided to go ahead with most of today’s Serie A games despite the tragic death of Lazio fan Gabriele Sandri, who was struck by a stray bullet from a police officer’s gun.

Only Inter-Lazio was postponed, but the aggressive reaction of the fans at the Stadio Azzurri d’Italia forced the referee to abandon Atalanta-Milan after just eight minutes of play.

The Orobici Ultras threw objects and attempted to smash the Plexiglas divider to stop the game from continuing.

Now there are reports of two giant protest marches in Milan and Rome in mourning for 26-year-old Sandri – a famous DJ in the Rome area – and in a show of solidarity against what they claim is heavy-handed policing.

The Lazio Ultras have asked to meet with their Roma counterparts to discuss a course of action so that tonight’s planned Week 12 match against Cagliari can be called off. Kick-off is expected at 19.30 UK time at the Stadio Olimpico.

In Milan there is a meeting between Ultras representing Inter, Milan, Atalanta, Brescia and more from the north of Italy.

The incredible tension between organised fan groups and police escalated further when the lawyer for slain supporter Sandri accused the authorities of manslaughter, if not worse.

“This was a crime perpetrated by the police. Listen to the fans who were witnesses, they saw it,” slammed lawyer Luigi Conti. “It was target practice.”

The agent who fired the gun is interviewed this evening to find out exactly what happened, as the chain of events is still unclear.

It is known that a small group of Juventus and Lazio supporters – who were travelling to their respective games in Parma and Milan separately rather than as part of an organised Ultras tribe – had a fight in a motorway service station in Badia al Pino, Arezzo.

A traffic police car was driving nearby and spotted the melee, then a shot was fired and accidentally struck Sandri, who was sitting in the back of a Renault Megane driven by the Lazio fans.

Roma v Cagliari has officially been called off as tension is sky-high after police accidentally shot dead a Lazio fan.

There were rumours this game would be abandoned after Inter-Lazio was postponed and Atalanta-Milan was abandoned just eight minutes in due to crowd trouble.

The supporters at the Stadio Azzurri d’Italia demanded that the match be halted in mourning for 26-year-old Lazio fan Gabriele Sandri – a famous DJ in the Rome area.

He was struck by a stray bullet from a police officer’s gun during scuffles with Juventus supporters in a motorway service station near Arezzo.

As Lazio Ultras had contacted their Roma counterparts to discuss a joint protest march to halt the game this evening, the authorities opted to cancel kick-off to avoid risks of retaliation attacks on the police.

Meanwhile, there is currently a march of a different kind in the capital in Piazza Euclide, where around 200 Lazio supporters are carrying candles to mark the tragic death of Sandri.

    Great job police!

Now there will probably be a shit storm that will not only cancel other Serie A matches, but probably lead to more deaths. Knock knock, the Ultras are coming. Don't fuck with them.

This was unfortunate, as i was watching controcampo and they have all the latest news with people around italy reporting.

There were 5 lazio fans and 4 juve fans who pull into the same "Autogrill", 4 of the lazio fans and 4 of the juve fans were arguing and shouting. The police noticed and went on the OTHER side of the motorway, and turned on their sirens. Since there were more than four motorway lanes between them, they continued arguing, then the police shot two bullets "into the air", and they all went in their cars and left. After about 50 metres, the car filled with lazio supporters stopped and called 118(ambulance emergency). The one lazio fan, who was a dj, had been playing at a gig till 6 am, and was sleeping in the car on the way to the stadium as it was 9. He was shot in the neck.

Lazio star: He was my friend
    Sunday 11 November, 2007
Lazio player Lorenzo De Silvestri admits he is “heartbroken” after the death of his close friend, fan Gabriele Sandri.

A stray bullet from a traffic policeman’s gun hit the DJ this morning after a minor scuffle between Lazio and Juventus fans in a motorway service station.

“I am speechless,” said De Silvestri as his team left San Siro without playing the planned match against Inter.

“He will always remain in my heart and those of the fans. He was the DJ at my 18th birthday party and from there we became friends. I even gave him my club shirt after the game with Cagliari.”

It emerged that 28-year-old Sandri had sent De Silvestri a text message this morning, just hours before his untimely death at 9am.

“It said he had worked until 6am and was about to set off towards Milan to come and see us play.”

The exact chain of events remains unclear, but his superiors are interviewing the officer who fired the gun this evening.

The authorities insist it was a tragic accident, while Sandri’s lawyer and brother accuse the police of manslaughter or worse.

“In all honesty, I don’t know how it happened,” said De Silvestri, a promising youth product who has already starred for the Biancocelesti in Serie A and the Champions League.

“I am waiting to find out and then would like to say stop, we cannot carry on like this. The more we continue, the more of these incidents seem to happen. Sport has nothing to do with it.”

The tension is sky high in the capital, as a group of around 200 alleged Lazio fans laid siege to a police station with rocks and sticks. There were also fights outside the Stadio Olimpico, where tonight’s match between Roma and Cagliari has been called off.

“It was a tragic mistake,” assured Interior Minister Giuliano Amato. “We are still verifying exactly what happened, but we will identify those responsible without reticence.”

Sandri’s brother and his lawyer do not accept this explanation and are pushing for manslaughter charges – or worse – to be brought against the officer who fired the gun.

“It was murder, pure and simple,” stated lawyer Luigi Conti.

It is reported that the car Sandri was travelling in was already leaving the motorway service station when the shot was fired.

They fired a warning shot because there were less than 10 fans arguing and shouting? FFS that's not even a mob, worse thing they could have done was broke each other a few noses. You don't go fire a gun because of a scuffle that small.

I'm not defending violence but the police really fucked up this time.

A scuffle between 9 ppl caused the police officers to fire a warning shot? Ridicolous, and even if it was an accident, the police officer should have never taken his gun out.

    Police: It was an accident

A police statement has explained how Lazio fan Gabriele Sandri was shot by accident and suggests the brawl may not have been football-related.

The 28-year-old was killed this morning in a motorway service station car park when a stray bullet struck him on the neck as he was sitting in the back seat of a car.

There has been a lot of confusion over how the incident happened and the police statement still leaves some gaps in the story.

“At 09.10am two traffic police cars from the Battifolle district were alerted by the sound of shouting and noises coming from the north car park of the motorway service station,” explained the statement from the authorities in Arezzo.

“Realising there was a violent brawl between the occupants of at least three vehicles, the agents intervened by activating their siren and closing in on the scene.

“One of the agents, in a bid to induce the brawlers to desist, fired two shots. These were fired so that the fight that had broken out between a group of people – who had not been identified as football fans – did not degenerate into something more serious.

“Soon afterwards, one of the cars with five people on board continued its journey to the Arezzo toll booth where they asked for help from the emergency services. Medics who arrived at the scene tried to revive the man, but there was nothing they could do.”

The car park has been cordoned off and ballistics experts have been working at the scene all day to discover exactly how the bullet reached Sandri.

His lawyer and brother have launched serious accusations against the officer who fired the gun, suggesting it was “murder, pure and simple.”

The authorities are interviewing the officer this evening in Arezzo and it’s reported he is approximately 30 years old with several years of active service on his CV.

There are suggestions the two officers walked out of their car towards the scene of the brawl and fired two shots. The first was intended as a warning into the air, but the second may have gone off accidentally as he lowered the gun – and proved fatal, striking Sandri in the back of the neck.

Tension is sky high in Rome and there are riots breaking out around the city as both Lazio and Roma Ultras try to exact some kind of revenge on the police, who they accuse of 'murder.’

Cars and buses have been set alight and tear gas had to be used outside the Stadio Olimpico, while a group also tried to invade the CONI headquarters – the Italian Olympic Committee.

It is rumoured that the police could opt to ban all travelling fans for the foreseeable future from football games to prevent the possibility of violence.

Great. Exactly what Serie A needed.

In recent months, Serie A was steadily brought in a better daylight after the Calciopoli and the Ultra incidents.

    Now... this.

But it's clearly not murder, pure and simple. It sounds pretty clear there wasn't intent nor motive.

Not to let any cops off the hook here. But murder is one thing, manslaughter another. But people need to chill out for everyone's sake. Exaggerating the situation is making an out-of-hand situation only worse.

Rubber bullets can be deadly too. Two people have died in a protest earlier this year in my country from rubber bullets.
Not that don't think rubber bullets would have been a bad idea in this case. But rubber bullets could have that "taser effect" on cops -- meaning, by branding it as "non-lethal" they may subconsciously be quicker to use it more often than they would, say, more lethal force.

But additionally arming cops everywhere with rubber bullets for any situation that comes up has some practical issues as well.
