Salary caps should not exist, why should someone's earning potential be limited like that? If a player is talented enough to warrant the extreme wages paid to them, then why not?
I'm mixed on the idea.

But I hate teams like Manchester City and PSG so I kind of wish there were salary caps so those fucking arabs can shove that oil money up their ass.

Noone outside Italy would have paid us good money for Marchisio until last summer. And even last summer, nobody would pay more than 20-25m eur for Claudio, which isn't enough to force a team like Juve to sell one of its most important players. Imagine Totti in his mid 20's and a foreign team offering 50m eur to this Roma. He'd be gone the same moment.

I wouldn't say definitely they would sell.

Most likely though yes
He'll probably force a move himself. Roma will most certainly sell. They'll negotiate for the best price, but eventually they'll sell. The thing is, a young Totti in this serie A would have most probably wanted to play in a better and richer league, for a competing club. When he was in his mid 20's Roma were winning the scudetto or fighting for it in the best and richest league in the world. It was easy to stay in his home town. Right now though...
