Tbh there are not that many countries where it makes sense. from a logistical pov only the top7 leagues in Europe + Brazil and Argies do have and need that many big football stadiums.
For all the others its about who can afford spending shitloads on a PR campaign, so not a big competition to Saudis, Ruskies and Qatar
