You cant overpay on a free deal. Tevez and Vidal didnt come for free and he certainly didnt over pay there. If anything he cut a great deal. Its not like the wages were hefty either. The Matri sale was for a good price.
He has his hits and his misses. You cant seriously defend a claim that he ALWAYS OVERPAYS and UNDERSELLS. There are plenty of examples that go against that.

Giovinco wasnt gotten back from loan, do you even TRY to attempt to make sense? Why would anyone pay to get back a loaned player? Sold half of him and bought it back after its value increased by triple after excellent performances.

Lichty: Singed from Lazio, none of the big sides from other leagues wanted him.
Vidal: Stated several times he only wanted Juve.
Pirlo: Old player, no other big club wanted him.
Pogba: Marrotta's best signing and nothing will ever top that one.
Asamoah: Meh.
Llorente: Good signing, but no other big sides were interested.
Tevez: Player on his last legs, none of the bigger sides wanted him.
Apart from Pogba, he signed players that wanted to sign for us. Big deal.
So the players that other big sides are interested in, do they go to those clubs because of the GM's exceptional negotiation skills? Or do the clubs throw a shit load of cash at them? What do you want Marotta to do to compete with the big clubs?
It should be seen as a merit to sign players like Licht who apparently had no big club interest. Shows that he's got foresight that other clubs didn't have.

That's what sets great GM's apart from average ones. Moggi was like that, signing the likes of Vieira and Emerson, targets for the other big clubs. He didn't have a big budget to deal with but still signed great players. Marotta only signs good players in which the competition to sign is minimal. So that's why it's not impressive, sorry.
He way overpaid for Emerson. And Vieira was a player in decline... Kinda like Pirlo, except we are getting great use out of Pirlo, and he was free, unlike Vieira. Did other big clubs really want Vieira? Maybe, but I don't remember that.
All the great players Moggi signed, he paid heavy for. The only one I can think of where he probably had to beat other clubs for was Zlatan.

Emerson was bought for like 15 million Euros and Matteo Brighi, or something like that. How was that overpaying? The guy did well under an absolutely retarded coach. He wasn't used properly and Capello probably expected him to be Veron or something.

About the Barza deal, I watched Wolfsburg's games back then, (mainly bcuz of our strong link with a Djeko deal) and Barza, Kjaer were an appalling sight to see, I highly doubt any top club would've wanted him. So it certainly was more probable for him to suck than to succeed. But I must say with the price Marotta got him, it was a minor gamble; and that characterizes Marotta (Along with the bargain hunt approach). He loves this kinda (relatively) low risk gambles (Pirlo, Barza), if they pay off, he'll be showered in praises, if they blow, not much at risk.The claim we arguing against here is that Marotta ALWAYS overpays and Undersells and that was already demonstrated as false.

Also moggi did have a big budget compared to what we have now and there werent as many mega rich teams in every league buying half a dozen of players every summer competing for the same players back then. Also Juve had much more appeal because the club was wealthier, could afford top drawer wages and Serie A was seen as equal if not better than the EPL.
I have no doubt moggi was the better GM but Marotta isnt doing a bad job at all so far.
