It definitely looks that way. Reminds me a little bit of tactics, but I hope it won't be as rigid and that it'll allow us to explore the world freely, not necessarily following the predestined path.

Both are great games, classics, although I prefer Fallout 2 since there's more stuff to do, more levels (99 to be more precise), larger map, more quests, weapons, perks, better plot, etc...

Wasteland 2 is also fantastic game, rather similar to early Fallout.

Love Fallout 3 and New Vegas i just hate the level cap. I know they did it for balance sake, but its hard not to lose interest a little once you stop leveling up.
