The point of the EU rule is that it is on an EU level, you cant be considered EU in one country and non-EU in another if you're from Croatia for example.
Croatia and Turkey started accession talks on 3 October 2005. Turkey could complete them in 15 years, Croatia in 2011.

Croatia had hoped to conclude accession talks in 2009. Despite the delay, it could complete the negotiations in 2011. The European Commission says the talks are entering the final phase.
The started the accession talks, but still havent completed them and even if they do complete them they do not become members automatically, there will still have to be at least a one year period before they are are oficially members.
So even if they complete the talks by the end of 2011, IMO they wont become official members until the beginning of 2013 at the earliest.
The other numbers are simply unrealistic (2015 for Albania and Bosnia).
