Generally, yes.
There are always bad police officers in every police force in every country, however, I'd say that in general if you do not look for trouble you will not find it.
Of course, there are better and worse police forces. For example, in Bosnia the police force is generally ok, there were a few cases of police brutality (however, most of them were on criminals, I dont remember a case where a completely innocent person was harmed) and there were a few incidents with football fans, where even one fan was killed. AFAIK he was killed not by a police officer, but there were a lot of cops around and they did not arrest the shooter. Still, that was more linked with ethnic and political issues perhaps (a fan of a club from Sarajevo, which is now predominantly muslim, killed in the heart of Hercegovina where very nationalistic croats live), but TBH in most clashes with football fans those fans are far from innocent. A large problem is the very corrupt police force, but that is perhaps mostly for small things, like traffic violations.
Of course, I think the police here (Sweden) is much better, they are young, look very professional and helpful. Of course, there are people that will find instances of racism or brutality even here. however, my impression is very good, although I havent had any contact with them so far.
When I was in the US also had a nice impression with the cops there, asked for directions a few times, they were very helpful.
Its a very tough job, they see all kinds of people and situations and of course there are dicks in the police (as in every other profession that exists) and they have a bit more power than in other professions.
However, in general I would say that I do trust the police and that if you are polite, respectful and dont look for trouble in 99,9% of the time you wont have any problems with them.
