Actually, at a minimum, to be the accusatory team that got NO punishment but was later found to be equally, if not more, guilty... that team deserves a harsher punishment than the originally punished teams. That is even more offensive and reprehensible behavior than those in 2006.

That's like a criminal turning state's witness and getting off of their charges for it -- only to be found later to be as big of a kingpin, if not bigger, than the guys they supposedly ratted out in exchange for no sentencing.
