Yes, there's a problem with our non-eu players quota.
From the 4th of June there are new regulations in the Serie A. These regulations classify clubs like this:
1. club had none or just one non-EU player in the roster on the 30th of June 2013
2. exactly two non-EU players in the roster on the 30th of June 2013
3. club has three or more non-EU players in the roster on the 30th of June 2013
We have a shitload of non-eu players (Asamoah, Boakye, Caceres, Isla, Pepić, Vidal, Vucinić) and belong to the 3rd group, where the regulations are the strictest:
'If a Serie A club has three or more non-EU players in the roster on the 30th of June 2013, the club is entitled to buy two non-EU players from foreign clubs provided that both of them replace a non-EU player each on at least one of these conditions:
a) the replaced player is sold to a foreign club
b) the replaced player’s contract expired on 30/06/2013 (this condition can apply to only one of the replaced players)
c) the replaced player obtained European citizenship after the 1st of February 2013 '
Serie A teams can buy non-EU players within the Italian transfer market with no restriction. Non-EU players that have been signed during the summer window may not be sold until the following window.
All Serie A rules apply to full transfers only, not loans. If a player is loaned out, even to a foreign club, he still counts against the club’s non-EU count.
We were able to sign Tevez because of the Pepić departure to Dynamo Dresden. So to buy Kolarov we must sell abroad one of the Asamoah, Boakye, Caceres, Isla, Vidal, Vucinić or wait until one of them will get Italian passport. Like baggio said Vucinić should be the main candidate for getting italian passport, cause he's in Italy since 2000 and his wife is Italian.
PS. Iceland, Liechtenstein, Norway and Switzerland are considered as 'EU' by FIGC.
