Some sources are talking about a problem. Kolarov is non EU and according some sources Juve can only buy eu players. What a bulllllshit, We have 2 non eu tickets & Tevez got 1.
It's also got to do with the quota of EU players on the squad. I think there's a limit for that too. But there was a suggestion that one way of dealing with that is, selling Isla (not sure, but the non eu player has to be sold outside of the league, not just the team to make place), and giving Vucinic Italian citizenship if he stays at the club. Vuccini. :D

Yes, there's a problem with our non-eu players quota.

From the 4th of June there are new regulations in the Serie A. These regulations classify clubs like this:
1. club had none or just one non-EU player in the roster on the 30th of June 2013
2. exactly two non-EU players in the roster on the 30th of June 2013
3. club has three or more non-EU players in the roster on the 30th of June 2013

We have a shitload of non-eu players (Asamoah, Boakye, Caceres, Isla, Pepić, Vidal, Vucinić) and belong to the 3rd group, where the regulations are the strictest:

'If a Serie A club has three or more non-EU players in the roster on the 30th of June 2013, the club is entitled to buy two non-EU players from foreign clubs provided that both of them replace a non-EU player each on at least one of these conditions:

a) the replaced player is sold to a foreign club
b) the replaced player’s contract expired on 30/06/2013 (this condition can apply to only one of the replaced players)
c) the replaced player obtained European citizenship after the 1st of February 2013

Serie A teams can buy non-EU players within the Italian transfer market with no restriction. Non-EU players that have been signed during the summer window may not be sold until the following window.
All Serie A rules apply to full transfers only, not loans. If a player is loaned out, even to a foreign club, he still counts against the club’s non-EU count.

We were able to sign Tevez because of the Pepić departure to Dynamo Dresden. So to buy Kolarov we must sell abroad one of the Asamoah, Boakye, Caceres, Isla, Vidal, Vucinić or wait until one of them will get Italian passport. Like baggio said Vucinić should be the main candidate for getting italian passport, cause he's in Italy since 2000 and his wife is Italian.


PS. Iceland, Liechtenstein, Norway and Switzerland are considered as 'EU' by FIGC.

So basically it's the usual system, but now to be able to use the second non-EU spot you must have a certain quota? I see it says that if you have no non-EU you can even sign three in one season.

Well it's not like the usual system, because let's say in the next season we will be stacked with non-eu players that we are satisfied with. To buy one new non-eu we would have to sell one of them abroad or to get an italian passport for someone. It will be pain in the ass. I think Beppe will have to buy random non-eu youngsters within Italy and then sell them abroad.

So as "all Serie A rules apply to full transfers only, not loans", if we loan Kolarov with an option or obligation to buy next year, this non-EU rule shouldn't be an issue?

So even though we bought them from a Serie A team (Asamoah, Vucinic etc) we would have to sell them to bring in another non-EU from outside of Italy?

Yeah, it seems pretty pointless when you think of how many players there are signed every summer who are born and raised in non-EU countries and but had an Italian Granny so can get past the rule.

If there was a genuine effort to limit Serie A teams' ability to buy non-EU players (primarily from South America) to try and make more space for Italian youngsters, I might see some logic to it (even if I may not agree with it).

instead of getting involved and figuring out what really hampers talent development and addressing it, just put up silly restrictions and put the burden on the teams. This league is run by incompetent fools.

Originally intended as a way to promote own youngsters

Clearly isnt working, but instead they keep this redarded rule
