Chelsea had always been a middling club that most didn't really care about. Though, it's tough in London with teams like Arsenal, Tottenham, West Ham etc. also in your city.

Gladbach has a huge following because of the 70's with that team splitting championships with Bayern and running over almost everyone in Europe. That's why the club's now called the foals, given of the attacking style by a very young team and that's what the club's at again currently being a development club.
now to the 1st part of your post. ofcourse those guaranteed trophies are Serie A and maybe Coppa Italia. can any club in Europe promise him that he would win a CL if he joins them? no. no-one can guarantee you CL trophies no matter how much money, tradition or quality they have. but my point was that Juventus, WITH Reus in the squad (and maybe one or two more signings), could become a CL contender. one of the strongest and most organized defensive teams in Europe (with Barzagli maybe the strongest) with a player like Reus upfront to support Tevez would be deadly (keep in mind that i said we only have a chance to get him if we reach a CL semifinal or sell Vidal and assuming that he would accept 6-7M salary). you cant say Reus wont think about it if we send an offer. winning serie A every year and being competitive for the CL while being one of 2-3 best players in the team surely is something to think about.

Though, even with Reus on this team it would be really hard to make it to the CL final cause I doubt that team would be better then the Dortmund squad that sensationally made it to the CL final two years ago.
And even though no one can guarantee you a CL title, going to Bayern, Real, Barca, Chelsea or Man City would give you the best chance, if you're Marco Reus. And on top of it, it would also make you the most money.
Those clubs are the ones that can keep their players, if they want, while also adding top class players every offseason.
