If someone is genuinely looking for how they could improve, I'd offer suggestions -- but keeping clear that there are some things that aren't debatable about their qualifications for the job. Some candidates can use this as a technique to get information and use it against the prospective employer with multiple "but..."s. You don't want to go there.
