its really interesting since the main point made is the state is too 'political' and 'democratic' which hinders progress and and any effort to fix the budget
The state is unmanageable, made all the worse by a proposition process that has allowed voters to hog tie budget appropriations to the pet issue of the year which everyone forgets the following year, but is yet still beholden to. It's madness. I thought voter propositions were a good idea until I saw how it made budgeting so arbitrary and organic in this state.

Another example: the SF mayoral candidate was telling us how when the city has a 10% budget shortfall, every department gets a 10% budget reduction quota. Sounds sensible in theory, but budgets don't work like that.

exactly, might work in cohesive monolithic societies without interest groups, but cali is anything but that
