There are times where you need to rock the boat. There are other times where you sense the risks aren't worth it. A beat cop might encounter a bunch of people drinking in public, where playing to the letter of the law and busting each and every last one of them would have a net negative effect to the overall public safety than -- say instead -- if they took a more lenient approach and issued a few "I'm watching you" warnings.
The correctness of a few public drinking citations isn't worth getting a mob riled up where they might draw knives and guns.
