This is 100% our "problem" right now. We don't want to make any drastic changes that could result in us taking a step back for a year while we find new players for a more modern system. Right now we're trying to slowly (ever so slowly it seems) transition to a more modern approach but we don't want to sacrifice the Scudetto so we keep applying band-aids.
We do just enough to win the league and compete in the CL. We don't want to risk losing revenues and "prestige" from winning Italy and maintaining automatic CL qualification (and possibly moving towards pot 1 which will help CL advancement and more revenue).
For example, you could play Coman at winger all year to develop him. And on the other side you could have brought back Berardi. Would we have been heavy favourites in the league this year? No. Would we have made it out of the group stage? Probably not. Would we be better off in the future if we had committed development time to promising young attackers? Yes.
But it's such a delicate balance that we're trying to achieve right now. For me it could be done better but we have to acknowledge there are risks when trying to transition a team. There are many examples even in Italy of teams failing magnificently. For instance, Napoli couldn't even figure out how to spend 60M after selling Cavani. Let's not talk about Milan and Inter.
Roma did a good job but they had nothing to play for until now. And now they see how tough it is to compete in Italy and the CL and try to look to the future.
Management is very risk averse. They'd rather pay 14M for Pereyra who you at least know is young with small wages who can contribute in many areas, will work hard, etc. But will never be a star. Those players don't sink the team.
We will laugh at 30M for Iturbe.
The only risks we'll take on young players is if the terms are advantageous or no-brainers like Vidal, Pogba, Coman and the slew of youngsters we have right now (Sturaro, Berardi, Leali, Rugani, Zaza, Gabbiadini).
