yes, but it has nothing to do with the popular vote in the presidential election - each state has a certain number of house representatives, proportionate to that state's overall population, and each of them is elected from a congressional district within the state. Basically, it's the popular vote within a particular district that decides the house representative for that district i.e. these are sort of "local" elections for every district within a given state.

A majority of european countries can relate much more to the policies, values and beliefs of the Democratic Party, and Obama, than they can to Romney and GOP, which by the way, is a party in need of some serious restructuring. They are behind the times. Just relying on wealthy, old white guys simply isn't gonna cut it anymore. Romney ran for president with the agenda of offering tax cuts to the rich and upping military spending, among other things that is bound to make you unpopular in this day and age (especially in the social-democratic countries in Europe, of which there are alot). Your question was about Europe. I don't know if you have any knowledge about european tax policies, but policies like those offered by GOP's far right don't sit well with the vast majority of Europe. It never has, and it never will.
Add to that the fact that Obama is one of the most charismatic politicans in history.
