NHL is a bit different. Almost every team eventually rises into being competitive at some point. NFL too. Even teams like the Browns have eventually gotten to the playoffs. But I definitely agree about NBA.
Besides this, teams in danger of financial upheaval constantly due to relegation or missing CL or whatever are always going to have an impossible time being competitive with their peers. For those struggling to consistently finish top 4, they are never going to compete with the elite. For this bouncing up and down between divisions, they are never going to compete with teams who have years of financial stability from top flight. A super wealthy owner is the only way.
