Quite likely. PSG would happily do this right away if it weren't for the WC in Qatar, which means they must stay loyal to UEFA and FIFA for the time being.

Also the oil clubs have advanced this by inflating player prices to the roof.
And this teams usually have these oil states backing them making it almost impossible to compete as UEFA keeps enforcing ffp on lesser ones.
