it's a bit different from how you picture it.

In Italy it's not that they can't or won't build new stadiums.
The main factors are that those who wanna build wanna do it with side beneficts. Look at Roma plans. A stadium and a new quarter with 3 skycripplers and more. Aka 300 for the stadium and 1b for the rest.
What does that means? means that they can build but they want something in return for it. To say so to repay what they have to spend for the stadium.

That's the biggest point for no new stadiums beside us and Udinese.

The second point is... as all the stadiums in Italy (juventus and udinese aside) are pubblic propriety so they're owned by govt.
to play in those stadiums you have to pay a fee (yearly) a rent.
For those cities which has a stadium to rent losing it it's a big loss in the city revenue so they make difficulties to let them build elswhere with bureaucracy tricks and whatever.
We started our stadium project back in 2003 and they started to build it (thx to the invernal olympics games hosted in Turin) 2009-2010 and we got lucky cause without the olympic games i doubt we would have proceded with the project.
But to build it we had to give the cinema and the bowling they planned to build together with it.

As I've said, calcio is supposedly to be the pride of the country and yet they aren't willing to make compromises for the better of it? (especially given how dire the situation it really in) Lmao.
