so not only Juve are giving Genoa a free loan but actually pay Genoa €2m to tempt/force them to play Sturaro enough times. how do people figure he's good if Juve have to pay Genoa to let him play.

and i dont agree with your interpretation, genoa is hedging themselves in case he has a really good season so they could sell him now for 5 or in a year for 10-15 if has a really explosive season, so they choose to go half way and try to pocket 7 in case he does get good numbers.

We don't know what exactly 'sports performances' entails, do we? It might be appearance based, or also down to stats, Euro qualification etc?
we don't, we'll only know for sure when 15/16 accounts will be published, but best guess would be appearance based. €2m incentive to Genoa to play him regularly 'for his development' and a further €3.5m if he plays well for Juve + Juve wins Scudetto etc so he could cost €11m if he turns good. 'good' here probably means he becomes good rotation player or one of Juve's current star midfielders would be sold and Sturaro becomes a starter (which to me is not a good thing).
