Tiago may deserve to start, but Iaquinta definitely doesn't. He is good as a substitute, nothing more.
Iaquinta does deserve a start. He has scored important goals when he has come off the bench and he has usually shown us he is hungry for success. Give him a start, see what a more attacking player who runs at opponents more then Alex, can do.

You answered yourself perfectly. He is better when he comes as a substitute.

By the way, here are some info about Palermo:

They were not beaten in their last 6 games. They drew five games in a row before defeating Napoli 2-1 at the Renzo Barbera stadium.
