If it was really a continuation of the old club, they would still be in the SPL.

Because they had been defrauding the tax authorities for years and finally got caught.
They went bust and reformed as a new company/new club.
Because they are a new club, they had to apply to join the Scottish league structure and it was decided that it was only fair that they should start at the bottom like everyone else.
