Don't think Zelensky would accept this. Another pro-russian government means becoming a part of Russia. Look at Georgia and Tsjetjenia.

I don’t think it’s in Europe’s interests to accepts Russia installing a puppet government in a sovereign country. But as said it’s my first feeling

I know it feels like time is going slow while following this conflict over the last 48 hours, but in comparison it took the USA 2 years before they joined allied forces in Europe during WWII.

Least amount of casualties and convincing Russia to make concessions on control of Ukraine and pulling them away further from China imho
