There are rumours that there is a deal in place between Anderlecht and Barca for a deal for Tielemans for the 2016 January transfer window once Barca is allowed to do transfers again, but as far as I know, nothing official yet.

Maybe, but assuming it is true, we don't know about how much money it is, and Anderlecht has already had several deals were they made a deal a year too late and got a lot less for a player (Kompany, Biglia, Suarez (this one didn't even happen)).
Although I doubt it to be true.
