From an accounting perspective it makes sense.
And actually it's not just him, it's the entire premisse of the meeting that is brutal: "Expert witnesses were testifying about the long-term harm child abuse has to the economy, to the workforce and to taxpayers, when children who face abuse, and the adults they grow up to be, rely on the government.".
So rather than say we cannot as a society accept any form of child abuse because it is morally wrong, they had to have people testify about which financial harm could come to society if we didn't prevent it. As if the financial argument is the only relevant one. If it is, if that's the way we want to look at these things, you have to consider the fact child abuse might bring about financial benefits. E.g. if a child dies and no longer has to rely on benefits.
People are quick to jump on this guy (and he does indeed seem pretty awful), but maybe it would be better to consider their own mindset.
Who is doing the educating and who raised these young people to be so pathetic, entitled, and completely unable to deal with sort of adversity and hardship in life.

Literally the most insane book rewrite censorship ever. They took out words like men, mother, father, etc to be more “inclusive” lol.
“Mummy’s dressing table” has become “the dressing table,” and “father’s toolshed” has become “the toolshed,” to avoid any suggestion that mummies and daddies just might have different tastes or priorities. “Maybe that will brighten up those horrid brown teeth of hers” is now “Maybe that would brighten up her smile,” to avoid the dreadful sin of aesthetic preference. “Waving her fat arms” becomes “Waving her arms” to avoid the judgment that fatness in arms is not attractive. “Ladies and gentlemen” becomes “folks.”

I don't know all that much about them to be honest. I do I know that Vallas has the endorsement of the FOP while Johnson instead wants to redirect money from the police department to other community services, aka "defund the police" without saying it. From my understanding it's both sides of the spectrum on this matter against each other.
