I was there for Rita, trust me the evacuation was a nightmare, it took us 24 hours to go 200 miles, there were no cops and the whole thing looked straight out of mad max.
Well, I agree that evacuating the entire city is madness. They could've evacuated more flood prone parts in south of Houston, Galveston, Sugar Land, Missouri City or near the reserviors. He literally told people to "think twice" before leaving. Voluntary and mandatory evacuation orders came so late that there was no dry road anymore.

So how bad is it? Damage? Death?
Death toll seems to be around 10 so far. But from what I heard from friends in Houston the damage is unbelievable. Everybody I know there either had their house flooded or they know somebody that did. This is only Houston though. Coastal areas where hurricane first made landfall got the worst of this.
