You might be right.
Although, by checking our current primavera you can see that we have players who are 20 years old and some who will be 20 in a couple of months (De Paola is 20 already and by the end of the season Constantino, Ferreiro, Romano, Buchel, Belcastro, Enrico and Giannetti will be 20).
IIRC players younger than 21 can be registered for the primavera so we can use it as an excuse to register this guy there and then we can use him the way we're now using Sorensen, Giandonato and the likes.
Both in Europe and serie A he'll be in the B list for primavera players, which doesn't exclude using him in the senior team.

It's just a question of taking the non-EU spot if registered for the primavera or not. Since primavera don't take the non-EU spot (if I understood JuveJay well), then there is no problem at all.
This is really such a clever way to register him and save the only one non-EU transfer we have. :D

BTW you pay compensation for players who are 23 and under who leave on a free transfer, for their 'schooling'.
Is that not only for players moving within one country?

Scottish teams don't pay compensation to English clubs for U23 players signed on a Bosman.
Galway United have definitely gotten that compensation from English clubs.

I think Primavera counts in the non-EU department. Since he's very cheap then we could use Siena or any other club to use that spot and send him to us later. Just like we did with Mutu. In exchange of this favour we send them some players on loan.

The best thing to do i call Siena, tell them we'll loan them Buchel, Giandonato and Libertazzi if they "sign" Milanovic and loan/sell him to us in June. That way he doesn't count as a non-EU player because he's registered in Italy. :tup:

It's a worst policy if non-EU spot also count in Primavera.. It limits club to find a great talent that will have great value in the future.. which can give club a financial gain if later they sell the player or at least make a good contribution for the club

Or it encourages teams to develop young italian players and potentially sell them for a financial gain, instead of developing another country's youngsters.

The problem with that theory though is that you can still develop youngsters for all of the other countries in the EU.

True, but they cant limit the players from the eu, if they could they probably would.
