I wouldn't say so. The last time Ferrari won was in 2007/2008. Arrivabene joins Ferrari in 2015 and managed to make them challenge again in 2017, 2018.
He leaves Ferrari and the following season is a disaster. Now the regulations have changed dramatically and Ferrari seems to be on top of those changes, finally. And Mercedes have it all wrong.
But just like in everything else, he's neither the sole reason for their growth, nor their failures. The only thing we can hope is that he does a better job than Paratici, sporting wise and financially, something that shouldn't be underestimated, and I think is the biggest reason Elkann moved him to Juventus.
If he's at Juventus. It's because John Elkann trusts him to stable the ship. And I trust that Elkann knows what he's doing.
