Don't think so.

In some cup competitions there are rules about it (15% is quite common), but haven't heard of any rules on it in Italy.

If you cut a teams allocation there is the chance that they will cut your allocation in return. That's unlikely to happen to Juve, though, because teams won't want to give up the income from Juve's big travelling supports.
