Why bother with picking one or the other? It's like choosing between syphilis and gonorrhoea.
Nah, Inter is worse.

Inter is like HIV. Sure, Inter got short term gain for its part in calciopoli, but ultimately it helped weaken the overall league significantly with no ability to effectively deal with other issues such as increasing EPL competition, a stagnant Italian economy, or a weak generation of domestic talent.

Milan is like Herpes. Every once and a while they surprise us, appear and win a scudetto, they're red & annoying, but they have historically contributed to the Italian national team, which is supportive of Serie A. Also, at the centre of the infection (team) is a crusty piece of skin that is loaded with pathogens (Berlusconi).

Milan is annoying, but ultimately, a team run by Berlusconi does not hurt the league's position, other than perhaps some reputation (just like Herpes). Inter has historically been toxic for the league with their lack of domestic players, and efforts to sabotage other teams, and ultimately has severely impaired the league (just like HIV).
