If that's true it's a recipe for disaster, player well passed his prime on ridiculous wages who adds nothing to his team when they are not attacking.

Such a poorly-run club. They are fresh out of a financial crisis, and still paying for that, their model was supposed to be young, hungry players, on lower wages, with which they have had some success (at least in terms of individuals), yet one year later Mancini comes in and seems to think he can turn them into a puffed-up version of Galatasaray, with expensive, ageing players who are past their best. Did they even watch Vidic play any games?

I can see why they want a bit of established quality in the side, because the results are poor and they are panicking, but if and when this backfires they are going to be in the same position they were in 2013.

It's good. They broke the rules in a far less egregious way than teams like ManCity and PSG.

Where it hurts them is in the upcoming transfer windows. Inter's plans to sign a half-dozen stars this summer as Zanetti keeps going on about would require them to sell half their team to fund it. Same deal with Roma and all their talk about bringing in a world class forward. Neither of these teams can afford to buy without selling some of their best players first. Or else they risk incurring the wrath of UEFA in being repeat offenders.
