You have to arrest the decline and put your house in order before you can start to grow again. You don't just go from clubs being in terrible shape and getting shit crowds to everything being great overnight.
Most significant clubs are now in decent shape financially and Milan and Inter are in the process of sorting themselves out. Serie A's rise in crowds last season will have been the first rise for a while and is a sign things are improving and that is then backed up by a higher calibre of player being signed by Serie A clubs this summer than has been the case for several years.
