It looks like the news regarding Cagliari takeover is true.
Apparently an emissary of Qatar Foundation was in 'Costa Smeralda' for business directly related to the negotiation for the acquisition of a majority stake in Cagliari and he said 'we are waiting'.
Seems like only Cellino's approval is what is needed here.

Nothing on that. The article also says there's a consortium of American entrepreneurs ready to invest in Cagliari. So its between either them or Qatar foundation if you believe that article i posted above.
This Arab guy who's interested in buying Cagliari is the same guy who owns Malaga(Al-Thani) and look at what has happened to them now.So, i really wouldnt think there would be any major investments in the club especially considering this league faces a lot of issues( mainly bureaucratic).Could be wrong though.

“22 years dreaming the impossible dream,” Cellino’s SMS read. “I am a poor romantic, I am sorry if I haven’t succeeded in my aims.
“I have practically sold Cagliari, the formalities will be completed tomorrow when the lawyers of the buyers provide assurances to the league’s governing bodies. They are good people.”
The identity of the owners is still unclear, with Corriere dello Sport reporting that it is likely to be one of either the Qatar Foundation or an American organisation who specialise in stadium construction.
Apparently Cellino has sold 98% of the club to Al-Thani and the remaining 2% will remain under him.Official announcement expected in 7 days according to this report from Sportmediaset.
