The big issue is the awfull quality.

Juve takes the right approach. co-own quality and send it out for experience. Berardi, gabbiadini, zaza, and earlyer, for example marchisio.
It works, but we just had such bad generations
I disagree. This generation of Italian players is quite good, the problem is that the players are not getting enough playing time.

Obviously big clubs like Juve won't field such young players unless they are monster like Pogba but my issue is with the smaller teams.

There really is no reason why like a club like Catania should have 80% of their players being mediocre Argentinians while they could give playing time to young Italians who will be just as good, if not better.
Or take a look at a club like Lazio. When was the last time Lazio promoted a youth player to their senior team? I am not saying that their youth system is stellar but they should try giving youth a chance.
