Okay, so Tac was better than Blasi, but what I am saying is that the Dir. of Football has to sign off on ANY transfers, so blame him for signing.
I agree that this is an Italian policy in which the Sports Chief is the one who is responsible to scout around for young talents and to negotiate players, etc...

But at the end, the coach is the one that must decide whether his team needs this player or that one, as simple as it is.

Actually, in Capello's first season with the club, Blasi was fielded for most of the games. The player who sat on the bench while deserving to play that you're thinking of is Alessio Tacchinardi.
Really? I'm prettu fucked up then. Anyway I never liked Blasi, it's kind slow, poor defending to be a DM/CC.

Blasi was always chosen during Capello's first season as Emerson's partner in midfield. I remember watching match after match where Blasi did absolutely nothing besides give the ball away while Alessio sat on the bench. The most humorous yet painful display by Blasi was in Liverpool where he completed an amazing three passes.

NOOOOOOOO, the coach does not sign the checks.

Uli Hoeness signs the checks for Bayern, but he is NOT THE COACH.

Yeah, you're right. Even Olivera played that season.

It's true that all transfer decisions go through the director general, however the coach obviously plays a part in deciding who to opt for.
Okay, so we have gone from:

The coach makes transfers to the coach decides who to buy, to yea, he has a decision.

Thanks, I know I'm right, so step off before I melt your face with a hot wrought iron POKER!

Read my post carefully. I said the coach is the one who decides not the one who signs.
Anyways, it maybe different in Germany, I don't know.

I do make sense. Do you want me to do some for you?

It is ridiculous though.
