Reading that story from FI where they suggest (probably make up) that Marotta feels he didn't have enough time to prepare transfers, is it right to suggest that a director general cannot assemble a squad in just over 3 months (less considering EL qualifiers) for a new season?

Given that, by the summer, he and his staff would have had a chance to look at players, talk to them (their agents) and their clubs, and see how they would fit into our team for over a year, should we not expect better signings this summer? Maybe this is what BD means. If he can't get it right this time around, he isn't going to.

What disturbs me is all the talk of the potential summer targets leads me to believe that Del neri will be back next year.

Bastos' case is the most evident of all. Typical 4-4-2 LM.
The second striker history is another nice example. Typical 4-4-2 role.

I think that would indeed be a correct assumption. Which is why he shouldn't even have tried doing so.

Instead of carefully looking at what was needed & making a few well thought out deals, it looks like he just went about it quite randomly. I still stick by my original idea that last years' team (despite the horrible play & results) did not need a complete overhaul, but only a few actual reinforcements.

And yes, come this summer, they will have had more time to judge & decide, which should result in better deals, so I'd like to remain optimistic. However, what happened this last January doesn't bode well...

Of course Marotta will say they didn't have enough time to make the correct signings. What will he tell the media, fire me now?

That's just an excuse. It's not like Marotta is brand new to Serie A or something.
