Netflix has a serious hard on for serial killers in new projects (Mindhunter, unabomber, and this that looks much more promising), pretty cool fixation lol. Tho to be frank, looks more like Penny Dreadful (without the supernatural aspect?).

That second trailer is awesome.

I read The Alienist when I was young, don't remember much about it anymore. That cast looks great though and the trailer looks intriguing.
